The Councils of the Ministers is the Most Serene Republic's answer to the parliamentary cabinet. A hybrid between the duocameral legislature and the executive Censor, the Concilia Ministerium handles all governmental responsabilities not reserved by the Censorate.

Three Patricians are chosen each year to serve as Council-Ministers; higher echelon ministers of Foreign Affairs, the Treasury, and Justice. These Ministers are authorized to command Imperium outside the boundaries of the Most Serene Republic as well as within. While not as powerful as the Censor, the Council-Ministers do command a great ammount of respect across Kaiserholt.

Sixteen Equestrian scions are appointed annually to serve as Committee-Ministers; lower echelon ministers with (almost) exclusive responsabilities. Like the Council-Ministers, these Ministries initially had Imperium recognized abroad. Unlike the Ministries of the Council echelon, Committee Ministries grew in number and scope as the federal government expanded. Unlike the Big Three (War, the Post, the Navy), these newer Ministries hold no foreign Imperium. Instead, the thirteen 'Domestic Ministries' can only claim potestas within the boundaries of the Most Serene Republic. Even this description is being stretched with the latest Committee-Ministry, that of Extraplanetary Development.

Each Council- and Committee-Minister not only serves as head of his / her respective Executive Department, but also sits as Chairman of the corresponding Legislative Council or Committee. This second duty is in many ways ceremonial, and will typically appoint a second individual to sit as Deputy Chair.
